摘要
黄河流域在我国经济社会发展和生态安全方面具有重要地位,黄河流域生态保护和高质量发展已上升为国家战略,但目前黄河流域生态保护、综合治理和协调发展面临复杂状况,需针对重点、难点工作进行系统分析和整体谋划。梳理了黄河流域在水资源、水环境、水生态、水灾害及区域发展等方面存在的突出问题,提出建设现代化黄河流域治理体系,建议加强水资源科学利用、水生态环境修复,完善水沙调控和防洪减灾体系,建立流域协同管理体制机制,优化产业布局,促进产业转型,同时强化黄河文化的传承、保护和弘扬,推动流域生态、经济、文化协同发展,共同助力黄河流域生态保护和高质量发展战略有效落实。
The Yellow River Basin plays a significant role in the economic and social development and ecological security of China.Although ecological conservation and high-quality development of the Yellow River Basin have enhanced to a national strategy level,the current situation in terms of integrated and coordinated development is not optimistic and systematic analysis and overall planning are needed for tackling major and difficult tasks.Based on examinations on outstanding issues in the Yellow River Basin in the respects of water resources,water environment,water ecology,flood disasters and regional development,it is suggested to establish a modern governance system,encourage scientific utilization of water resources and restoration of water environment,improve water and sediment regulation and flood control and disaster reduction,build a collaborative management system and mechanism,and optimize the industrial layout and promote industrial transformation in the basin.Focuses should also be placed on culture inheritance,protection and promotion,coordinated development of ecology,economy and culture,and implementation of the strategy of ecological conservation and high-quality development of the basin in a coordinated way.
