摘要
在创新驱动、人才强国的背景下,发展超常儿童教育、促进有质量的教育公平是保障超常儿童发展权利以服务国家发展利益的必由之路。我国超常儿童教育目前还处在探索发展阶段,需正视并重视超常儿童的特殊性以促进差异性教育公平,需改善超常儿童的不利处境以促进补偿性教育公平,需厘清超常儿童教育内在的不均衡、不充分问题以促进平等性教育公平。建议通过给予基础保障、落实融合教育、推动科学普筛、教育全域参与、启动专业建设、强化科学研究等措施来促进超常儿童教育的规范化、科学化和专业化发展,进而促进超常儿童教育高质量公平发展。
Under the background of innovation-driven and talent-powered strategies,promoting education of gifted and talented children is an important way to protect their rights and equity in education and serve the interests of national development.At present,education of gifted and talented children in China is still at the stage of exploration.It is necessary to face up and attach importance to the uniqueness of gifted and talented children to promote the differential equity in education,improve their unfavorable situation to promote the compensatory equity in education,and clarify their internal imbalance and insufficiency in education to promote the equity of education opportunities.By providing basic guarantee,implementing inclusive education,promoting universal screening of science and full participation in education,starting professional development,strengthening scientific research etc.,we can promote a standardized,scientific and professional education of gifted and talented children,so as to promote its high-quality and equal development.
