摘要
近年来,随着国际国内政治经济环境的变化,我国民营经济发展有放缓趋势,其高质量发展正面临生产经营成本不断上升、研发激励政策体系不够完善、民营企业竞争趋于激化、民营经济发展营商环境总体不优等诸多挑战。为积极应对上述困境和挑战,要持续深化减税降费和降成本改革,完善资源要素保障;强化科技创新支撑,加快民营企业转型升级;深入挖掘市场需求潜力,规范民营资本有序发展;加大改善营商环境力度,激发民营经济发展活力。
In recent years,with the changes in the international and domestic political and economic environment,the development of China’s private economy has slowed down.The high-quality development of the private economy is facing many challenges,such as rising production and operating costs,insufficient R&D incentive policy systems,continuous and intensified corporate competition,and unpleasant business environment,etc.In order to actively respond to the above-mentioned dilemmas and challenges and provide policy suggestions for promoting the high-quality development of private enterprises,the paper puts forward such countermeasures as a constant deepening of the reform to reduce tax and cost,a perfection of the guarantee of resource elements,an enhancement of the support of scientific and technological innovation,an acceleration of the transformation and upgrading of private enterprises,a deep tap of the potential of market demand,a standardization of the orderly development of private capitals,increasing efforts to improve the business environment and a stimulation of the vitality for the development of private enterprises.
