摘要
韩国作为东亚现代化“雁阵”中的“居中者”,其乡村振兴实践具有示范和启示意义。通过对韩国乡村振兴政策的展开进行梳理和评价,发现20世纪50年代以来韩国乡村振兴政策体系的变迁包含着明显的乡村振兴社会政策形成过程。从时间维度上看,韩国乡村振兴社会政策演进逻辑大体经过了颁布《农业基本法》和“新村运动”(1952—1979年)、颁布《农业·农村基本法》和乡村工业化(1980—2003年)、制定《农业·农村综合对策》和归农归村(2004年至今)等三个阶段。这三个阶段的演进过程,展现出从社会政策依附于产业政策,到在产业政策中设计出相对独立的社会政策,再到社会政策成为乡村振兴的基本依托,最终完成乡村振兴的社会政策转向。把握这一过程,不仅可以更加全面地阐释韩国乡村振兴社会政策体系,其政策实践还可以为东亚其他国家提供经验和镜鉴。
Korea,as the“middle player”in the“wild geese”of East Asian modernization,has exemplary and enlightening significance in the practice of rural vitalization.Through sorting out and evaluating the development of rural vitalization policies in Korea,we can find that the changes of the rural vitalization policy system in Korea since the 1950s contain an obvious process of the formation of rural vitalization social policies.From the perspective of the time dimension,the evolution logic of the social policy of rural vitalization in Korea has basically gone through the promulgation of the Framework Act on Agriculture and the“Saemaeul Movement”(1952—1979);promulgation of the Framework Act on Agriculture and Rural Community and rural industrialization(1980—2003);formulation of the Comprehensive Measures for Agricultural and Rural Areas and“Return to Farming”(2004 to present).Through the evolution process of three stages,it shows that social policy is dependent on industrial policy,to design relatively independent social policy in industrial policy,and then the social policy becomes the basic support of rural vitalization,and finally completes the transformation of social policy in rural vitalization.Grasping this process can not only explain the social policy system of rural vitalization in Korea more comprehensively but also provide experience and a mirror for other countries in East Asia.
