摘要
[目的/意义]能力决定了政府数据开放(Open Government Data,OGD)的创新潜能,对OGD能力的探索有助于掌握OGD运行规律并推动其良性发展。[方法/过程]基于能力理论和相关文献对OGD整体能力进行探索性研究。首先从系统的观点分析OGD整体能力的提出背景并搭建OGD整体能力框架,进而基于能力的知识观剖析OGD核心能力、动态能力的主体、对象及构成,并探讨OGD整体能力的生成演化机制。[结果/结论]研究发现,OGD整体能力是由其核心能力和动态能力构成的合力,核心能力的形成是一个循序渐进的过程,通过知识学习在"常规学习环-能力学习环-战略学习环"中逐渐生成,而动态能力则嵌入在知识创造的过程中,通过"需求匹配-内容匹配-结构匹配-能力匹配"作用于OGD核心能力的提升。
[Purpose/significance]Capability determines the innovation potential of open government data(OGD),so the exploration of OGD capability is helpful to grasp the operation law of OGD and promote its benign development.[Method/process]Based on the capability theories and relevant literatures,this paper made an exploratory study on the integrated capability of OGD.Firstly,it analyzed the background from the systemic viewpoint,and constructed the framework of OGD integrated capability.Then,based on the knowledge view of capability,it analyzed the main body,object and composition of the core capability and dynamic capability of OGD.Lastly,it discussed the generation and evolution mechanism of OGD integrated capability.[Result/conclusion]It is found that OGD integrated capability is a combination of its core capability and dynamic capability,and the formation of core capability is a gradual hierarchical structure process,which is gradually generated in the"conventional learning loop-competitive learning loop-strategic learning loop"through knowledge learning,while OGD dynamic capability is embedded in the process of knowledge innovation,and its core capability is enhanced through"demand matching-content matching-structure matching-capability matching".
