市场化程度对油茶林地资源配置影响实证分析 被引量:1

An Empirical Analysis of the Influence of Marketization on the Allocation of Camellia oleifera Forestland Resources

摘要 采用中国14个省(区、市)油茶主产区面板数据,以“斯密-杨格”定理为基础,检验市场化程度对油茶林地资源配置的影响。结果表明:市场化进程缩小了油茶林地规模,但优化了林地资源结构,对油茶林地资源配置效率产生边际递减效应;油茶林地资源市场化配置的外部经济性能够促进产业内部经济组织演进。为了实现通过市场化途径促进农村产业振兴,应该坚持以市场化为导向原则,借助补贴政策和建设政策等非市场手段扩大市场化的影响。 ⑴Background--The Camellia oleifera industry can effectively alleviate the oil supply-demand contradiction and import pressure,and at the same time can replace the cultivated land for planting rape and other oil crops,also can enhance China's food security capabilities.Traditional research focuses on the impact of subsidy policies on the efficiency of the Camellia oleifera industry,but policies that deviate from the market mechanism may weaken the effect of the implementation of the subsidy policies related to the Camellia oleifera industry.⑵Methods--The panel data are taken from the main producing areas of Camellia oleifera in 14 provinces,autonomous regions,and municipalities in China.Based on the Smith-Young theorem,market-oriented total score index as an independent variable,this paper considered external factors that affect forestland resource allocation of Camellia oleifera and the level of outputs as control variable in order to test the impact of marketization on the forestland resource allocation of Camellia oleifera.⑶Results--From the benchmark regression results of the impact of marketization on the size of Camellia oleifera forestland resources,it can be seen that marketization is negatively correlated with the area of Camellia oleifera forestland,indicating that the scale of Camellia oleifera forestland resources has a decreasing trend in the process of marketization.The marketization is positively correlated with the output value of Camellia oleifera per unit area.There is a negative correlation between marketization and the secondary term of the marketization,indicating that the marketization has an inverted U-shaped relationship with the output value of Camellia oleifera per unit area.The marketization is positively correlated with the proportion of new plantation areas of Camellia oleifera,and negatively correlated with the proportion of low-reforestation area of Camellia oleifera.It indicates that the marketization promotes the new plantation behavior of Camellia oleifera and reduces the behavior of low-level reforestation.Also there is a difference in the adjustment behavior of the forestland resource allocation of Camellia oleifera.The above empirical results show that marketization can not only reduce the scale of Camellia oleifera forestland resources,but also adjust the structure of Camellia oleifera forestland,so as to improve the efficiency of Camellia oleifera forest.Marketization is an important factor affecting the allocation of Camellia oleifera forestland resources,which can promote the optimal allocation of internal forestland resources in Camellia oleifera industry through external economy.⑷Conclusions and Discussions--There are obvious differences14 provinces,autonomous regions,and municipalities in the allocation effect of forestland resources.And new afforestation behavior is more extensive than low-reforestation.The marketization process can optimize the resource allocation level of Camellia oleifera forestland resources,shifting lower efficiency forestland resources to industries with higher comparative advantages.As a result,the efficiency of forestland resource allocation was improved,the proportion of new afforestation in Camellia oleifera forestland was increased,and the proportion of low forest conversion was reduced.Then new afforestation behavior can improve the efficiency of forestland resource allocation,while the impact of low-reforestation behavior is not significant.Therefore,first,it is necessary to continue to adhere to the market-oriented mechanism to play a fundamental role in the development of the camellia industry.Second,it is required to improve the subsidy policy and other non-market means to expand the influence of marketization.Third,it should be noted that the construction policy of Camellia oleifera forestland should attach equal importance to management and and a moderate tilt towards the new afforestation.
