摘要
公共图书馆文化服务作为公共文化服务体系中的重要组成部分,需要社会组织的参与和补足。论文基于上海市公共图书馆文化服务共同生产实践,研究发现社会组织面临着政府管理本位理念、参与渠道匮乏、能力建设不足、服务质量监管缺位等困境。文章认为政府文化主管部门应当主动转变管理理念、提供激励与引导,社会组织应当加强组织能力和公共价值管理能力,并积极融入文化服务可持续发展的图景之中。社会组织的参与对提升文化服务质量和满意度,以及增强社会参与意识具有重要意义。
As an important part of the public culture service system,the cultural service of public library needs the participation and complement of social organizations.Based on the practice of culture service co-production in public libraries of Shanghai,the study did find that social organizations face the dilemma of government department’s management standard,incomplete participating channels,insufficient capacity building and inadequate of service quality supervision.The study holds that the government should actively change the management idea and provide incentive as well as guidance,and the social organizations should strengthen their organizational capabilities and public value management capabilities,then actively integrate into the sustainable development.The participation of social organizations is of great significance to the promotion of quality and satisfaction of cultural services as well as the enhancement of the consciousness of social participation.
