摘要
我国已进入城乡融合发展的新阶段,城乡融合发展将对乡村要素流动、结构调整、格局变化和功能转型等带来重大影响,顺应城乡融合发展新趋势的村庄规划创新是村庄规划研究与实践的重要方向。基于城乡融合对乡村发展影响的分析,适应规划体系变革对村庄规划功能和作用的新要求,提出村庄规划创新的思路与策略。研究认为,未来的村庄规划,要基于城乡融合发展理念,以生活质量为导向,适应乡村多功能演化的需要,重视村庄整体综合研究,着力提升乡村吸引力,促进城乡协调发展和共同富裕;应重点推进响应城乡管理体制机制变革的村庄规划体系创新、综合城乡发展条件与多元需求的规划类型创新、耦合城乡融合发展趋势和管治要求的规划内容创新以及引入现代技术与协调多元关系的规划方法创新。
China has entered a new stage of urban-rural integration development,which will bring significant impact on the flow of rural elements, structural adjustment, pattern changes and functional transformation, etc. Village planning innovation in response to the new trend of urban-rural integration development is an important direction for village planning research and practice. Based on the analysis of the impact of urban-rural integration on rural development,this paper puts forward some innovative ideas and strategies for village planning to meet the new requirements of village planning function and function of planning system reform. The study concludes that the future village planning should be based on the concept of urban-rural integration and oriented by life quality, meet the needs of rural multifunctional evolution, pay attention to the overall comprehensive study of villages, focus on improving the rural attractiveness, and promote the coordinated development of urban and rural areas and collective prosperity. It should actively introduce modern planning technology,and focus on the innovation of village planning system in response to the change of urbanrural management system and mechanism,the innovation of planning type to integrate urban-rural development conditions and diversified needs,the innovation of planning content to couple the development trend of urban-rural integration and governance requirements,and the innovation in planning methods through the use of modern technology and coordination of multiple relationships.
