摘要
目前全国层面的空间规划改革重点依然聚焦于总体规划层面,对于专项规划编制体系的构建和指导,尚不明确。文章通过梳理空间规划改革历程和解读国家政策文件,总结出我国空间规划改革的"统一自然资源管理"和"提升人居环境品质"两条线索,基于这两条线索,以烟台市为案例构建了包括5大关键词、18个主题版块、55个规划类型和66个具体专项规划的烟台市专项规划编制体系,以期为国内其他城市提供参考。
At present,nationwide spatial planning reform still focuses on master plan,whereas establishment and guidance of specialty planning is not clear.The paper reviews the evolution of spatial planning reform,interprets national policies,and concludes the two major clues of spatial planning reform:unified natural resource management and improving human settlement environment quality.With Yantai as an example,the paper establishes a specialty planning system with 5 keywords,18 thematic parts,55 types,and 66 topics,and provides a reference for other cities.
