摘要
乡村社区生活圈是推动乡村高质量发展、创造高品质生活的基本单元和重要依托。面向我国乡村不断收缩的现实,顺应趋势、主动优化乡村社区生活圈对提高乡村公共服务供给效率、提升乡村生活品质具有重要意义。文章基于精明收缩理论,从乡村收缩背景下“人—地—资源”变化对乡村社区生活圈的影响出发,从层级结构、尺度规模和供给模式3个方面提出乡村社区生活圈的优化路径,并以冀中南地区的典型县级单元—河北省肃宁县为例,识别其乡村社区生活圈现状并分析其配置问题,提出精明收缩导向下乡村社区生活圈的优化思路,以期为其他地区乡村社区生活圈优化提供借鉴。
Rural community life circle is the basic unit for practicing the concept of high-quality rural development and high-quality rural life.Facing the reality of the continuous shrinking of rural areas,the adaptive shrinkage and the active optimization of the rural community life circle is of great significance to improving the efficiency of rural public service supply and the quality of rural life.Based on the shrink smart theory,this article studies the impact of the changes in rural"people,land,resources"on the community life circle,and proposes optimization paths from three aspects:hierarchical structure,service scope,and supply mode.Taking Suning County as an example,based on the identification and problem analysis of its rural community life circle,the paper proposes an optimization path under the guidance of shrink smart theory.
