摘要
科技创新作为经济社会低碳化转型的重要引擎,环境规制作为填补环境方面市场失灵的重要方法,一直是学术界研究的热点,以双重环境规制为视角能为此研究提供新思路。文章选取2004—2019年的面板数据考察技术创新约束下双重环境规制对碳排放强度的门槛效应和空间溢出效应。结果表明:①在中、低技术创新水平区时,正式环境规制的“绿色悖论效应”占主导地位。在高技术创新水平区时,正式环境规制的“倒逼减排效应”开始凸显,逐渐抵消正式环境规制的“绿色悖论效应”负面影响,但不显著,具有进一步提升的潜力。此时,正式环境规制对碳排放强度的影响呈现出倒“U”型双重门槛特征。②在中、低技术创新水平区时,非正式环境规制也表现出“绿色悖论效应”。在高技术创新水平区时,非正式环境规制作为正式环境规制的重要补充对碳减排效应发挥着重要作用。此时,非正式环境规制对碳排放强度的影响呈现出倒“U”型双重门槛特征。③随着技术创新水平的逐渐提高,正式环境规制与非正式环境规制之间的相互作用对碳排放强度的影响逐渐增大,表现出强制减排效应,呈现出倒“V”型单一门槛特征。④中国区域碳排放强度存在一定的“时间惯性”,呈现出“雪球效应”,且在邻近地区表现出明显的空间集聚性。⑤正式、非正式环境规制及其交互项在不同技术创新水平下呈现出空间极化现象。因此,政府在推进正式环境规制方法创新以及规制执行力度的同时需要加强非正式环境规制实施力度,建立高效的沟通机制以及反馈渠道。构建区域协调机制,形成地区间共同发展、协同管理的联合控污治污格局。
Technological innovation is an important engine for the low-carbon transformation of the economy and society.An important way to mend market failures in environmental aspects,environmental regulations have always been a research hotspot in academic circles.The dual environmental regulation perspective can provide new ideas for this research.Therefore,this study selected relevant panel data from 2004 to 2019 to investigate the threshold effect and spatial spillover effect of dual environmental regulations on carbon emission intensity under technological innovation constraints.The results showed that:(1)In areas with medium and low technological innovation levels,the ’green paradox effect’ of formal environmental regulations was dominant.In areas with high technological innovation level,the ’reverse emission reduction effect’ of formal environmental regulations began to become prominent,gradually offsetting the negative impact of the ’green paradox effect’ of formal environmental regulations,but it was insignificant and had the potential for further improvement.At this time,the impact of formal environmental regulations on carbon emission intensity presented an inverted Ushaped double threshold.(2)In areas with medium and low technological innovation levels,informal environmental regulation also show a ’green paradox effect.’ In the high-tech innovation zone,informal environmental regulations were an important supplement to formal environmental regulations and played an important role in carbon emission reduction.At this time,the impact of informal environmental regulations on carbon emission intensity presented an inverted U-shaped double threshold.(3)With the gradual improvement of the level of technological innovation,the interaction between formal and informal environmental regulations gradually increased the impact of carbon emission intensity,showing a mandatory emission reduction effect,and presenting an inverted V-shaped single threshold characteristic.(4)There was a certain ’temporal inertia’ in regional carbon emission intensity,showing a ’snowball effect’,and regional carbon emission intensity also showed obvious spatial agglomeration in neighboring areas.(5)Formal and informal environmental regulations and their interaction showed spatial polarization at different levels of technological innovation.Therefore,the government should strengthen the implementation of informal environmental regulation,establish efficient communication mechanism and feedback channels while promoting the innovation of formal environmental regulation methods and regulation implementation,establish a regional coordination mechanism to form a joint pollution control pattern of joint development and coordinated management between regions.
