摘要
世界正经历百年未有之大变局,全球贸易治理体系面临再平衡压力,既有贸易治理体系陷入困境,贸易治理结构和规则严重不对称。中美双方正围绕全球贸易治理展开激烈博弈,尽管双方均有改革全球贸易治理规则体系的意愿,但在改革方向上存在分歧。中国主张更新WTO规则体系,使之更好服务发展中国家利益,美国则希望继续主导WTO规则体系。中国坚定支持多边贸易体系,主张推动国际贸易自由化,美国贸易政策则趋于保守化,强调"美国优先"。对中国而言,应积极参与全球贸易治理;团结发展中国家力量,同美国开展规则博弈;深耕周边贸易网络,推动"一带一路"与周边经贸合作对接;布局区域全面经济伙伴关系协定,以亚洲为支点撬动全球贸易治理。
The world is experiencing profound changes unseen in a century.The global trade governance system needs to be rebalanced.The existing trade governance system is in trouble.What.s more,the structure and rules of trade governance are seriously asymmetry.China and the US are engaging in fierce competition around global trade governance.Although both of them are willing to reform the rule system of global trade governance,they have different opinion in the direction of reform.China advocates updating the WTO rule system to better serve the interests of developing countries,while the US hopes to continue to dominate WTO rule systems.China firmly supports the multilateral trading system and advocates the promotion of international trade liberalization.But the trade policy of the US tends to be conservative and emphasizes"America First".For China,it should actively participate in global trade governance,unite the developing countries and engage in rule-based games with the US,deepen the neighboring trade network,promote the Belt and Road economic as well as trade cooperation between neighboring countries.What.s more,layout regional comprehensive economic partnership agreements and leverage global trade governance with Asia as the fulcrum.
