摘要
推进开放型经济高质量发展,是新时代开放发展战略服务高质量发展的必然要求。本研究基于高质量发展的内涵和多维性特征建立开放型经济高质量发展综合评价指标体系,依据2015—2019年南京市以及2019年苏州、广州、上海、深圳、杭州、武汉、成都等7市的实际数据进行测算,并开展纵向与横向实证对比分析。研究结果表明,近年来南京开放型经济高质量发展水平总体呈现上升趋势,但开放环境、开放规模、开放效益指标与上海、深圳、广州等城市差距较大,而且部分指标与苏州、杭州、武汉、成都等城市也存在一定差距。针对差距和不足,南京应加快融入新发展格局、打造产业地标、建设创新名城、优化营商环境、建设高水平自贸区,推动开放型经济向拓展规模、提升结构、扩大效益、优化环境的方向转变。
To promote the high-quality development of open economy is the inevitable requirement of opening development strategy in the new era to serve the high-quality overall development.This paper established a comprehensive evaluation index system for high-quality development of open economy,and calculates and analyzed the high-quality development level of open economy in Nanjing from 2015 to 2019,and seven other cities including Suzhou,Guangzhou,Shanghai,Shenzhen,and Hangzhou in 2019.The results show that the overall development level of high-quality development of open economy in Nanjing has shown an upward trend in recent years,but it lags behind cities like Shanghai,Shenzhen,Guangzhou in the open environment,open scale and open benefit indicators,and even behind cities like Suzhou,Hangzhou,Wuhan,Chengdu in some indicators.In view of the gaps and deficiencies,this paper put forward countermeasures and suggestions to promote high-quality opening from the following aspects:integrating into the new development pattern,creating industrial landmarks,building an innovative city,optimizing the business environment,and building a high-level free trade zone.
