Research Framework and Prospect on Power System Inertia Estimation

摘要 随着越来越多常规电源被非同步电源替代,电力系统惯量水平持续降低,削弱了系统在有功冲击下的惯量支撑和频率调节能力,稳定运行面临严峻挑战。惯量评估已成为当前的热点研究问题,众多国内外研究机构已取得相关研究进展。然而,目前电网规划和调度运行人员仍缺乏对系统惯量特性及其变化态势的准确感知。为更好认识惯量评估方法在低惯量电力系统中的定位、作用与挑战,该文对该领域的国内外研究现状进行全面述评与展望。首先,阐述电力系统惯量的含义及组成,分析惯量时空分布特性及其对系统功角与频率稳定性的影响机理;进而,给出惯量评估问题的总体研究框架,依据时间尺度原则,将惯量评估方法划分为离线评估、在线估计以及趋势预测,并分类进行阐述;最后,展望电力系统惯量评估领域未来需深入研究的方向。 With the increasing displacement of synchronous units by non-synchronous units,power system inertia has been reducing significantly.The system’s capability of inertia response and frequency regulation under active power disturbance was decreased,which brought a serious challenge to the secure and stable operation of the power system.In recent years,inertia estimation of the power system has become a hot research topic,many institutions have made relevant research progress.However,power system planners and operators still have little experience on the accurate estimation of characteristics and variation trend of the system inertia.In order to better understand the orientation,roles and challenges of the application of inertia assessment methods in low-inertia power systems,this paper reviewed the current research of inertia evaluation and presented some prospects.Firstly,the conception and composition of the inertia was explained,and the characteristics of the inertia and its effect to the angle and frequency stability of the system were studied.Then,the research framework of inertia evaluation problem was discussed.According to the principles of time scales,inertia estimation methods were divided into offline evaluation,real-time online evaluation and short-/long-term forecasting.Finally,future trends about the inertia estimation were prospected.
