摘要
京掣为明廷在南京一带查验淮南盐的举措,入清后改称江掣。京掣地点原位于长江南岸的石灰山关,万历年间先后迁往长江北岸的青山和浦子口,最终在清代迁往仪真。京掣地点的迁移与南京八县食岸的形成发生于同一时期。随着南京八县食岸逐步形成,盐商在南京八县贩卖食盐的利润增加,不再有拖延抬价的必要,官府也不需要通过京掣敦促南京一带的盐商按时启程以防拖延。因此,在驻扎北岸的两淮巡盐御史执掌京掣后,京掣之地也顺势迁往北岸,最终迁离南京。
The government inspected Huai-Salt( 淮盐) in Nanjing, which was called Capital Inspection(京掣)in Ming Dynasty or River Inspection(江掣)in Qing Dynasty. Capital Inspection was originally located in Shihui Mountain Customs(石灰山关), then successively moved to Qing Mountain(青山)and Puzi Kou(浦子口)in Wanli Period, eventually moved to Yizhen(仪真)in Qing Dynasty. The movement of the site of Capital Inspection happened in the same period when Market Area of Shi-Salt in Eight Counties(八县食岸) of Nanjing was formed. As Market Area of Shi-Salt in Eight Counties was established, the profit of salt merchant soared and the requivement of delay for bidding up price receded. Taking that change into consideration, the government no longer needed Capital Inspection to prevent delay of salt merchants. Therefore, when Salt Supervisor of Huai-Salt was in charge of Capital Inspection, its site moved to the north side of Yangtze River. Eventually, the site of Capital Inspection moved away from Nanjing.
