摘要
立项是标准制修订管理的源头,抓好地方标准立项能大幅提升地方标准的科学性和规范性。将全面质量管理(TQM)理念导入地方标准立项工作,从申报项目管理、地方标准立项评估全过程、参与人员等各个环节进行质量控制,深入推进地方标准立项评估持续性改进,帮助增强地方标准立项管理的规范性和高效性,提升地方标准立项质量。
Project approval is the source of standards development and revision management. Grasping local standard project approval can greatly improve the scientificity and standardization of local standards. This paper introduces the concept of total quality management(TQM) into the local standard project approval work, carries out the quality control in the aspects of application project management, whole process of local standard project approval evaluation, and participants. It further promotes the continuous improvement of local standard project approval evaluation, which can help enhance the standardization and efficiency of local standard project approval management and improve the quality of local standard project approval.
