摘要
产权问题是当前制约我国高校科研人员以职务科技成果转化开展创新创业的突出障碍。为切实提高高校科研人员的积极性,我国试点探索了包括成果转化授权、产权分割和审慎包容监管在内的职业科技成果产权制度创新。这些制度激励作用的有效发挥,需要突破现有法律规定,完善配套制度,并获得社会认可。
The property right is a prominent obstacle that restricts the scientific researchers in universities in China to carry out innovation and entrepreneurship through the transformation of scientific and technological achievements. In order to improve the enthusiasm of university researchers, China has explored the innovation of property right system of professional scientific and technological achievements, including the authorization of achievement transformation, property right division and prudent inclusive supervision. To give full play to the incentive function of these systems, it is necessary to break through the existing laws and regulations, improve the supporting systems and gain social recognition.
