摘要
海外引才是我国人才工作的重要组成部分,也是海南自由贸易港建立与国际接轨的人才发展体制机制的重要内容。海南自由贸易港应构建以科学的人才分类管理作为路径起点、合理的人才评估与筛选的微观规则作为重要构成的海外引才机制;结合国家人才政策与市场需求,选择积分评估与雇主导向相结合的"混合模式";针对"高端产业人才"和"外籍专业技术技能与一般人员"探索创新"国家人才政策主导"和"市场需求导向"的分类引才制度规则,并与海外人才的入境及停居留规则相互呼应、有机配合。
Overseas talent recruitment,as an important part of China’ s talent work,is critical for Hainan Free Trade Port to establish a talent development system in line with international standards.Hainan Free Trade Port should establish an overseas talent attracting mechanism with the scientifically classified talent management as the starting point and the micro rules of reasonable talent evaluation and screening as the important components.Meantime,the national talent policies and market demands should be considered to select a "mixed mode " that combines integral evaluation and employer orientation.Furthermore,led by national talent policies and directed by market demands,the system rules of classified talent attraction can be explored and innovated especially for highend industrial talents" and "foreign personnel with technical and common skills".And these rules should be in accordance and collaboration with the policies for the entry,stay and residence of inbound overseas talents.
