摘要
喀斯特山区石漠化严重、耕地资源数量和质量不高等问题已成为加快生态文明建设、促进农业可持续发展的一大难题。休耕可在一定程度减少石漠化山区的土地利用强度,利于区域耕地质量提升及生态恢复,也有利于提高农业供给体系质量、促进农业绿色可持续发展。为贵州喀斯特山区耕地保护政策实施以及山地农业发展方向和路径选择提供技术范式及理论指导,以西南典型喀斯特山区的贵州省耕地休耕为例,从耕地休耕时空配置(休耕区域、规模及时间安排)、休耕模式及补贴机制等方面进行分析,总结贵州耕地休耕取得的主要成效和存在的主要问题,提出建立休耕奖励约束制度、做好休耕区域规划、落实休耕补助政策及集成推广休耕模式和技术措施的对策建议。
The problems of serious rocky desertification,and low quantity and quality of cultivated land resources in karst mountainous areas have become an obstacle to accelerating the construction of ecological civilization and promoting sustainable development of agriculture.The fallow can reduce the land use intensity in rocky desertification mountainous areas to a certain extent,thereby being conducive to the quality improvement of regional cultivated land and ecological restoration,and also being conducive to the quality improvement of the agricultural supply system and promoting the green and sustainable development of agriculture.In order to provide the technology paradigm and theoretical guidance for the implementation of protection policies for cultivated land and the selection of developmental directions and paths of mountainous agriculture in Guizhou karst mountainous areas,the fallow of cultivated land in Guizhou Province,a typical karst mountainous area in Southwest China,is taken as an example.The aspects of the spatial-temporal allocation of the fallow of cultivated land(the fallow area,scale and timing),the fallow model and subsidy mechanism are analyzed,the main achievements and problems of the fallow of cultivated land in Guizhou Province are summarized as well.The countermeasures and suggestions are put forward from aspects of establishing fallow reward and restriction system,planning the fallow areas,implementing fallow subsidy policies,and overall promoting the fallow models and technical measures.
