摘要
中国一流大学呼唤一流的教学及其全面质量管理,但实施中的主要障碍来自于“全面管理”所带来的相关措施的繁杂、零散和非系统等问题。为克服这一障碍,通过分析现阶段本科教学质量管理实际中存在的系统性问题,梳理全面质量管理的核心理念及其构成要素,构建面向一流大学建设的教学三维集成化模型及其运行机制。从战略、战术和作业管理层面对大学教学活动进行层次维集成管理;为实现全校管理,需要对各类教学资源和教学业务进行领域维集成管理;为实现全程管理,需要对教学计划、组织、领导和控制进行过程维集成管理;为实现大学教学全面质量管理的总体目标,需要对这三个维度进行整体化集成管理。依据这一集成化管理金字塔体系,就能使一流大学的教学目标得以实现。
A first-class university needs first-class teaching and its total quality management(TQM).However,teaching TQM is difficult to realize in practice.The main obstacle just comes from the“total management”which makes relevant measures multifarious,scattered,unsystematic,and so on.To overcome the obstacle,first,the recent systematic problems of undergraduate teaching management in China are analyzed.Then,the core ideology and factors of teaching TQM are studied.The above two aspects are consistent with each other under the framework of management pyramid theory.Moreover,the structure and mechanisms of teaching quality system are reengineered.Thus,a three-dimensional management pyramid model of teaching TQM(3D-TQM)and its operating mechanism are established,which is oriented to the construction of first-class university.The researches show that the hierarchy-dimensional integration of strategic,tactical and operational management is necessary to realize the whole-member management of teaching 3D-TQM,that the domain-dimensional integration of various teaching resources'and affairs management is necessary to realize whole-university management of teaching 3D-TQM,that the process-dimensional integration of planning,organizing,leading and controlling is necessary to realize whole-course management of teaching 3D-TQM,and that the holistic integration of three-dimensional management is necessary in order to put the 3D-TQM of first-class teaching in a first-class university into effect and realization.
