摘要
当前,国土空间规划体系的构建工作已经逐步完成,如何做好新时期详细规划编制工作越来越受到学界的关注。文章对我国近年来详细规划编制的经验进行了梳理总结,对不同城市详细规划编制的主要关注点进行分析,并结合深圳市国土空间总体规划及分区规划实践,从全域全要素管控、发展和保护相结合、逐级传导机制等方面对详细规划的编制提出了针对性的策略和建议。
At present,the establishment of national territory spatial planning system is nearly finished,and detailed planning compilation in the new era is receiving more and more attention from the academic circles.The paper summarizes the experience of detailed planning compilation in recent years,analyzes major points of detailed planning in different cities.Based on the territory spatial planning and district planning practice in Shenzhen,the paper proposes strategies and suggestions in whole area and all elements control,combination of development and preservation,and step-by-step planning transmission mechanism in the compilation of detailed planning.
