摘要
责任规划师制度已逐步成为推动城乡规划实施与创新基层治理的重要抓手,国内外的社区规划工作均发生着深刻的变革,也相应为城乡规划工作带来了一些亟须解决的时代课题。论文以制度主义“结构-参与者”模型为基本分析框架,以北京市责任规划师制度运行情况为例,通过理论回顾和问卷调查开展制度分析,并围绕如何完善相关制度进行了初步的探讨。
As the responsible planner system has gradually become an important pattern for promoting the implementation of urban and rural planning and innovating the grass-roots governance,profound changes have taken place in community planning at home and abroad.Accordingly,it has also brought some urgent problems to be solved for urban and rural planning.As a example of the operation of responsible planners system in Beijing,this article will carry out an institutional analysis through theoretical review and questionnaire survey,based on the"structure-participant"model of institutionalism.It will also make a preliminary reflection on how to improve the relevant systems.
