摘要
建立权责清晰、归属明确、监管有效的河湖管理制度是开展河湖有效治理、维护河湖健康、保障河湖资源永续利用、深化生态文明体制改革、促进可持续发展的内在要求。开展河湖划界确权工作是建立完善河湖管理制度的基础,是进一步推动河湖长制从“有名”到“有实”转变的有效措施。梳理分析了河湖划界确权工作现状与存在的难题,通过厘清开展河流划界确权工作思路,运用机载摄影测量等技术手段克服实际困难,建立河湖划界信息管理平台,总结项目实施经验,为河湖划界确权工作提供参考。
Establishing a river and lake management system with clear powers and responsibilities,clear ownership,and effective supervision is an inherent requirement for effective river and lake management,maintenance of river and lake health,ensuring the sustainable use of river and lake resources,deepening the reform of the ecological civilization system,and promoting sustainable development.Carrying out the delimitation of rivers and lakes is the basis for establishing and improving the management system of rivers and lakes,and is an effective measure to further promote the transformation of the long system of rivers and lakes from"famous"to"practical".The article combed and analyzed the current status and existing problems of the delimitation of rivers and lakes.By clarifying the ideas for carrying out the delimitation of rivers and delimitation,using technical means such as airborne photogrammetry to overcome practical difficulties,establish a river and lake delimitation information management platform,and summarize The project implementation experience provides experience and reference for the development of river delimitation and confirmation.
