摘要
随着经济社会的不断发展,人们对电梯安全有了更高的要求,这对电梯安全监管带来新的巨大挑战.英国在电梯安全监管领域法律法规体系完备、各相关方职责明确、监管方式精细入微,对国内的电梯安全监管具有借鉴意义.本文基于英国现行电梯法律法规体系以及监管模式,探讨英国脱欧后关于技术法规、符合性评估、市场监督以及产品标志等方面的变化,以期对国内电梯安全监管提供一些启示.
With the continuous development of economy and society,people have higher requirements for lift safety,which brings new and huge challenges to lift safety supervision.The United Kingdom has a complete legal system in the field of lift safety supervision,clear responsibilities of all relevant parties,and detailed supervision methods,which can be used as a reference for domestic lift safety supervision.Based on the current British lift laws and regulations and the supervision model,this article discusses the changes in technical regulations,conformity assessment,market supervision and product marking after Brexit,in order to provide some enlightenment for domestic lift safety supervision.
