摘要
文章系统阐释了经济增长质量影响环境的内在机理,基于长江经济带108个城市2004—2018年市级面板数据,实证研究了经济增长质量对长江经济带环境污染的影响效应,研究发现:(1)经济增长质量提升显著降低了长江经济带的环境污染,意味着高质量发展战略的实施有利于实现长江经济带的绿色发展;(2)分区域研究表明,经济增长质量提升促进了长江中游城市生态环境的不断优化,对长江下游和上游城市环境污染的影响不明显,并结合东部、西部城市经济发展实际进行了分析。(3)城镇化和产业升级有利于改善长江经济带环境质量,而外商直接投资加剧了长江经济带环境污染,“环境库兹涅茨假说”在长江经济带并不成立。从坚持生态优先与绿色发展原则、在高质量发展中促进绿色发展、在绿色发展中促进高质量发展、制定差异化环境治理政策等维度提出长江经济带绿色与高质量协同发展的政策建议。
The article first systematically explains the internal mechanism of the quality of economic growth affecting environmental pollution.Based on the municipal panel data of 108 cities in the Yangtze River Economic Zone from 2004 to 2018,it empirically studies the impact of economic growth quality on environmental pollution in the Yangtze River Economic Zone.The study finds that:(1)The improvement of the quality of economic growth has significantly reduced the environmental pollution level of the Yangtze River Economic Zone,which means that the implementation of high-quality development strategies is conducive to the realization of the green development of the Yangtze River Economic Zone;(2)Sub-regional studies show that the economic improvement in the quality has promoted the continuous optimization of the urban ecological environment in the middle reaches of the Yangtze River,and the impact on urban environmental pollution in the lower and upper reaches of the Yangtze River is not obvious,and the analysis is carried out based on the actual economic development of the eastern and western cities.(3)Urbanization and industrial upgrading have reduced the level of environmental pollution in the Yangtze River Economic Zone.Foreign direct investment is an important factor in aggravating environmental pollution in the Yangtze River Economic Zone.The"Environmental Kuznets Hypothesis"is not valid in the Yangtze River Economic Zone.Finally,the article proposes the coordinated development of green and high-quality in the Yangtze River Economic Belt from the dimensions of adhering to the principles of ecological priority and green development,promoting green development in high-quality development,promoting high-quality development in green development,formulating differentiated environmental governance policies,and so on.
