摘要
村庄公共性是联结各治理主体与环境公共品供给的枢纽,意味着对基于特殊主义的家庭和私人利益的超越,以及面向整个村庄共同利益的包容和敞开。环境公共品的供给主体之间存在三对关系:一是行政主体与自治主体彼此激发形成循环结构,使农村人居环境整治最终从政策性事务真正转化为村庄内生性事务;二是市场主体与自治主体彼此共生形成并行结构,起到常规性保障村庄公共空间环境治理底线的作用;三是家庭主体与自治主体彼此牵拉形成转换结构,支配家庭主体的家庭伦理和家庭分工规则成为将家庭主体转换为自治主体的重要通道。这表明,以对村庄公共性的嵌入为主轴,行政主体、市场主体、家庭主体与自治主体共同构筑成一个相互补位、彼此支撑的治理网络,推动环境公共品以低成本、高稳定性、高效率的方式得到供给。
The publicness of the village is the hub that connects the governance bodies with the supply of environmental public goods,which means the transcendence of family and private interests based on particularism,as well as tolerance and openness to the common interests of the entire village.The supply of environmental public goods can be divided into three pairs of relationships.The first is that the administrative body and the autonomous body stimulate each other to form a circular structure,so that the improvement of the rural human settlement environment will eventually be transformed from policy affairs to village endogenous affairs.The second is that market entities and autonomous entities coexist with each other to form a parallel structure,which plays a role of routinely ensuring the bottom line of governance on the public space environment in the village.Third,the main body of the family and the main body of self-government push and pull other to form a conversion structure,and the family ethics and the rules of the division of labor that govern the main body of the family become an important channel for the main body of the family to be converted into the main body of self-government.Taking the embedding of the publicness as the main axis,the administrative body,the market body,the family body and the autonomous body jointly build a mutually supporting governance network,which promotes the supply of environmental public goods in a low-cost,high-stability,and high-efficiency way.
