摘要
天然林资源保护工程实施后,国有林区林业第一、第三产业发展迅速,第二产业发展迟缓。林区传统就业形式逐渐过渡为绿色就业形式,绿色就业规模逐渐扩大,但是林区经济发展与绿色就业发展趋势并不匹配。基于天保工程后林区发展状况,以黑龙江省国有林区为研究对象,运用多元线性回归分析方法,分析制约林区绿色就业规模发展的因素,主要包括林业产业发展不均衡、职工受教育程度不足和缺乏绿色技术人才以及资金和法律保障不足。针对以上问题,提出了发展新型绿色产业、提高职工受教育程度和绿色技能水平、加强金融资金和法律保障的对策建议。
After the implementation of the Natural Forest Protection Project,the forestry primary and tertiary industries in state-owned forest areas have developed rapidly,and the secondary industry has been slow.The traditional form of employment in the forest area has gradually transitioned to a form of green employment,and the scale of green employment has gradually expanded.However,the economic development of the forest area does not match the development trend of green employment.Based on the development status of forest areas after the Natural Forest Protection Project,this paper used multiple linear regression analysis methods to analyze the factors restricting the development of green employment scale in forest areas by taking state-owned forest areas in Heilongjiang Province as the research object.The factors included the uneven development of forestry industry and the education level of employees insufficiency and lack of green technical talents,as well as insufficient funds and legal protection.In response to the above problems,it put forward countermeasures and suggestions for the development of new green industries,improving the level of education and green skills of employees,and strengthening financial funds and legal protection.
