摘要
采用2018年对湖北农户实地调研的1105个微观农户样本数据,运用PSM和GPSM模型分析非学历教育对农户相对贫困的影响及其作用机制。研究结果表明:非学历教育能显著降低农户相对贫困0.09个单位。家庭非学历教育人员比例的提高会促使农户相对贫困程度不断下降,且0.5处理水平之后的减贫效应更加明显。从家庭不同学历水平来看,非学历教育培训对中等学历水平家庭的减贫作用最大,低等学历水平家庭次之,高等学历水平家庭最小。从作用机制检验可知,家庭务工人数和家庭劳均务工时间在非学历教育人员比例对农户相对贫困的影响中起中介作用,其中介效应分别为18.5%和23.6%。因此,应走兼顾学历教育和非学历教育的减贫路径,培养多主体非学历教育组织,规范非学历教育培训市场,综合提升相对贫困群体的人力资本。
This paper uses the data of 1105 micro-farmer households from a field survey of farmers in Hubei province in 2018,and uses the PSM and GPSM models to analyze the impact of non-degree education on the relative poverty of farmer households and its mechanism.The research results show that families receiving non-academic education can significantly reduce the relative poverty of rural households by 0.09 units.The increase in the proportion of households with non-degree education will cause the relative poverty of rural households to continue to decline,and the poverty reduction effect after the 0.5 treatment level(i.e.,when more than 50%of the family members having non-degree education)is more obvious.From the perspective of different educational levels of the families,non-degree education and training have the greatest effect on poverty reduction for families with intermediate education levels,followed by families with low education levels,and the smallest for families with higher education levels.From the test of the mechanism of action,it can be seen that the number of workers in the family and the average working hours of labor play an intermediary role in the impact of the proportion of non-degree education personnel on the relative poverty of rural households,with the intermediary effects being 18.5%and 23.6%,respectively.Therefore,it is necessary to take the path of poverty reduction that takes into account both degree education and non-degree education,cultivate multi-agent non-degree education organizations,standardize the non-degree education and training market,and comprehensively improve the human capital of relatively poor groups.
