基于经济高质量发展理念的我国高等教育人力资本水平测评 被引量:8

摘要 构建高等教育人力资本水平测评指标体系,运用1999-2019年面板数据进行指数法和基于熵权改进TOPSIS法的测评,结果显示:高校扩招以来,我国高等教育人力资本水平呈现良好发展态势,2006年实现较差到中等的飞跃,2011年实现中等到较好的飞跃,2017年开始,达到良好水平。经济高质量发展需要高等教育投入水平的持续提高及产出水平、结构与其发展需求相协调。应创新高等教育人力资本水平供给侧结构性改革机制,实现高等教育人力资本水平的投入链、产出链深度融合协调发展,以支撑经济高质量发展。 This study constructs an index system for evaluating the level of human capital in higher education,using panel data from 1999 to 2019 to carry out the index method and improving the TOPSIS method based on entropy weight.The results show that the overall level of human capital investment in higher education in China is low and needs to be continuously improved.The output level structure needs to be continuously optimized;the human capital level of China’s higher education achieved a leap from poor to medium in 2006,and a leap from medium to good in 2011.Starting in 2017,although it has reached a“good”level,it still needs continuous integration and promotion.This shows that since the expansion of colleges and universities in China,the level of human capital input and output in higher education has been continuously improved and integrated,showing a good development trend.Based on the above conclusions,it is proposed to innovate the supply-side structural reform mechanism of the human capital level of higher education to realize the deep integration and coordinated development of the input chain and output chain of the human capital level of higher education to support high-quality economic development.
