摘要
本文在总结我国排污许可制改革取得主要成效的基础上,分析了该项制度实施过程中在制度衔接、证后监管和信息化应用等方面存在的问题,并提出了改进建议。旨在使该制度成为固定污染源环境管理的核心制度,全面落实排污者主体责任,有效控制污染物排放,持续提升环境治理能力和水平,为加快改善生态环境质量提供有效的智力支持和参考。
On the basis of summarizing the main achievements of the reform of the pollutant discharge permit system in China, the problems existing in the system connection, post-certification supervision and the information application during the implementation of the system are analyzed in this paper, and some suggestions for improvement have been put forward. The aim is to provide effective intellectual support and reference for emission permit system, making it to be the core system of environmental management of fixed pollution sources, as well as fully implementing the main responsibility of polluters, effectively controlling the discharge of pollutants, continuously improving the ability and level of environmental governance, accelerating the improvement of ecological environment quality to provide effective intellectual support and reference.
