摘要
针对国际航行海船在履行国际海事组织(IMO)压载水公约关于压载水置换(D-1)和压载水处理(D-2)标准方面遇到的各种船舶设计、营运及检验发证等方面的问题及挑战,通过对压载水公约适用船舶及相关技术性要求的解析,探讨了这些挑战和问题所产生的原因及相关影响因素,并基于船舶检验发证实践及港口国监督信息反馈,提出了针对这些问题和挑战的潜在可行解决方案,为在压载水公约经验积累阶段的船舶设计及操作提供借鉴。
Aiming at various problems and challenges in ship design,operation,survey and certification encountered by international sea-going ships in fulfilling the requirements of ballast water exchange(D-1)and ballast water treatment(D-2)standards under the BWM Convention by International Maritime Organization(IMO),the reasons and relevant influencing factors of those challenges and problems are discussed through the analysis of the application scope of ships and related technical requirements of the BWM Convention.Potential feasible solutions to those challenges and problems that some ships may encounter are proposed based on the practice of ship survey and certification and the information feedback of Port State Control,which can provide reference for ship design and operation during the experience-building phase(EBP)associated with the BWM Convention.
