摘要
文章分析了在健康战略背景下,我国医养结合政策的主要进展与脉络,将我国医养结合的发展历程概括为萌芽、确立、发展、完善四个阶段,文章详细分析了我国医养结合的主要进展,认为目前医养结合政策、实践、市场、模式等方面有了快速发展,但仍然存在认识偏差、政策协调性不足、服务模式单一、支付机制尚未确立以及城乡差异等突出问题,认为医养结合的本质在于服务的有效融合。并从提高认识、完善政策、创新模式等方面提出了进一步发展我国医养结合的主要建议。
This paper analyzes the main progress of China’s combination of medical care and nursing policy in the context of health strategy. This paper summarizes the development process of the combination of medical care and nursing in China into four stages: germination, establishment, development and improvement. The article analyzes in detail the main progress of the combination of medical care and nursing in China, and points out that the policy, practice, market, model and other aspects of the integration of medical care have developed rapidly, however, there are still some outstanding problems such as misunderstanding, insufficient policy coordination, single service model, unestablished payment mechanism and urban-rural difference. Finally, the author puts forward some suggestions for further developing the combination of medical care and nursing in China from the aspects of raising awareness, perfecting policy and innovating mode.
