摘要
目的:为促进“十四五”时期我国执业药师能力素质建设提供参考。方法:通过查阅国外药师管理部门官方网站政策文件和国内外文献,梳理英国、美国、新加坡等国家对药师职责定位、药学教育和药师培养方案、药师资格准入条件和实训要求、继续教育模式等的相关法律要求,对比分析我国执业药师能力建设与之存在的差异,并参照国际经验,针对性提出“十四五”时期加强我国执业药师能力建设的建议。结果:我国执业药师能力建设主要存在以下问题:执业活动缺乏法律保障;高等药学教育培养模式和执业药师执业内容不能有效衔接;资格准入门槛偏低;继续教育质量有待提高、执业药师专业服务价值不受重视等。结论:我国执业药师能力建设有待提高,建议通过立法明确执业药师责权利,促进我国高等药学教育向培养服务型人才转变,提高执业药师资格准入门槛,重视实训培养,规范执业药师继续教育,提升专业能力应对新形势需求等,从执业药师培养、选拔、使用环节多管齐下,以促进“十四五”时期我国执业药师能力素质建设。
Objective:To provide references for promoting the construction of the ability of the licensed pharmacists in China during the 14th Five-Year Plan Period.Methods:By consulting the policy documents published on the official website of the management department of foreign licensed pharmacists,domestic and foreign literature,we combed the responsibility positioning of licensed pharmacists by relevant laws,pharmacy education and pharmacist training program,requirements of licensed pharmacists qualification admission and training experiences,and the mode of continuing education in the United Kingdom,the United States and Singapore.Then we comparatively analysed the differences in the capacity construction of licensed pharmacists in China.According to the international experience,some suggestions were put forward to strengthen the ability construction of licensed pharmacists in China during the 14th Five-Year Plan Period.Results:There are some mainly problems in improving the capacity of licensed pharmacists in China:lacking of legal protection for practicing activities;the higher pharmacy education training models cannot be effectively connected with the practicing content of licensed pharmacists;the entry qualifications is low;the quality of continuing education needs to be improved,and the value of professional services of licensed pharmacists is not taken seriously.Conclusion:The capacity building of licensed pharmacists in China needs to be improved.It is suggested to define the duties and rights of licensed pharmacists by legislation;promote the transformation of higher pharmacy education to the training of service-oriented talents;raise the entry threshold of licensed pharmacists;pay attention to practical training;standardize the continuing education of licensed pharmacists;improve professional ability to meet the needs of the new situations and so on.All these would be effective approaches to work together in training,selecting and using of licensed pharmacists to promote the capacity of licensed pharmacists in China during the“14th Five-Year Plan”period.
