摘要
职务职级并行是全面深化干部人事改革的重要举措,为进一步完善政策执行,全面发挥其对基层公务员的激励效果,有必要对影响其激励效果的因素进行深入分析。目前这方面的研究还很不充分,特别是对西部欠发达地区还需更多关注。本研究选取西部地区L县的公务员作为研究对象,结合访谈和问卷调查结果,分析制度设计、考核机制和程序公平是否影响制度执行的直接激励效果与间接激励效果。研究发现,受访公务员对晋升条件的满意程度和对制度执行的公平感知,正向影响职级并行制度的直接激励效果和间接激励效果,前者的影响比后者更大。同时,前者对间接激励效果的影响部分是通过直接激励效果的中介效应起作用,而后者对间接激励效果的影响全部是通过直接激励效果的中介效应起作用。
The parallel promotion system of positions and ranks is an important initiative to fully deepen the personnel system reform of cadres.In order to improve its implementation and fully achieve its motivational effects,it is necessary to study the factors that influence those effects.So far the literature has been insufficient in this regard,which is especially true for the less-developed areas in western China.This paper selects local civil servants in County L in western China and analyzes the effects of system design,performance appraisal and procedural fairness on the motivational effects of the system,combining the results of interviews and questionnaires.We find that satisfaction with promotion conditions and perceived fairness of implementation have a positive effect on the direct and indirect motivational effects,with the former having a greater effect than the latter.While the effect of perceived fairness of implementation on the indirect motivational effects is fully mediated by the direct effects,the effect of satisfaction with promotion conditions is partially mediated by the direct effect.
