摘要
目的:分析广州市学校卫生行政处罚现况,探讨新时期学校卫生监督执法的发展形势和工作重点。方法:纳入全市卫生监督机构自2018年1月1日至12月31日查办且已结案的学校卫生行政处罚案件135宗,分析案件的案由、主体、处罚内容分布等。结果:2018年广州市学校卫生行政处罚案件案由主要分布于教学和生活环境卫生专业(56.3%)和生活饮用水卫生专业(29.6%);处罚主体大部分为中小学校(85.0%);处罚内容主要为警告(92.6%,含合并处罚)。结论:2018年广州市学校卫生行政执法力度较强,重点整治了教学环境卫生方面的违法行为,反映出新时期学校卫生工作新形势和侧重点。
Objective:To understand the current situation of school health administrative penalties in Guangzhou in 2018,and to investigate the focus of school health supervision and law enforcement in the new period.Methods:135 cases of school health administrative penalties,from 1 January to 31 December 2018,were collected.We analyzed the cause of action,subject and penalty content distribution of the cases.Results:The cause of action for these cases was mainly distributed in teaching and living environmental sanitation(56.3%)and drinking water hygiene(29.6%).Most of schools types involved in these cases were primary and secondary schools(85.0%).The main punishment for the cases was warning(92.6%,including concurrent punishment).Conclusion:In 2018,the law enforcement of school health administrative in Guangzhou was strengthened and was mainly focus on teaching environmental sanitation,which reflected the new situation and emphasis of school health in the new era.
