摘要
党内巡视制度是从历史中衍生的制度,其概念形成和内涵演进历经我国革命、建设、改革及新时代政党治理的丰富实践,被赋予新的活力和内涵,呈现出政治领导、政治监督和政治保障三大功能优势。当前,在全面从严治党向纵深发展和向基层延伸的时代背景下,为将党内巡视制度优势转化为制度治理的效能,进一步提升政党治理的现代化水平,需要继续以坚持和加强党的全面领导为核心,以筑牢巡视巡察立体监督网为保障,以促进巡视队伍的组织优化为关键,以推动巡视工作的方法创新为基础。
The inner-Party inspection system is a system from the history.The formation of its concept and the evolution of its connotation have gone through the rich practice of Chinese revolution,construction,reform and political party governance in the new era.It is endowed with new vitality and connotation,showing the three major functional advantages of political leadership,political supervision and political security.At present,under the background of the comprehensive development from strict Party governance to in-depth development and grass-roots extension,in order to transform the advantages of the inner-Party inspection system into the effectiveness of institutional governance and further enhance the modernization level of political party governance,it is necessary to continue to uphold and strengthen the Party's overall leadership as the core,to build a solid three-dimensional supervision network of inspection and patrol as a guarantee,to promote the organizational optimization of the inspection team as the key,and to promote the innovation of inspection methods as a foundation.
