摘要
基于分析实践基础、经济效益、社会效益,推断推动数字经济助力农村三产融合发展具有逻辑必然性。梳理、借鉴发达国家的治理措施,针对中国农村产业融合实践中数字安全缺失、标准制度缺陷、监管体制欠缺等问题,提出建设以数字要素为核心,多元治理体系为基础,常态化监督为保障的多元防控机制。
By analyzing the basis of practice,economic benefits,and social benefits,it was inferred that it was logically necessary to promote the digital economy to help the development of rural tertiary industry integration.To sort out and learn from the governance measures of developed countries,address the lack of digital security,standard system defects,and lack of supervision systems in the practice of China’s rural industrial integration,it was proposed to build a diversified prevention and control mechanism with digital el⁃ements as the core,diversified governance system as the foundation,and normalized supervision as the guarantee.
