摘要
自2002年布达佩斯开放获取倡议提出以来,开放获取已经历了近20年的发展,金色开放获取和绿色开放获取两种开放获取实施路径也得到了全球科研人员、科研机构和出版单位的广泛认可和采用。文章从金色开放获取和绿色开放获取两个层面出发,剖析了当前全球开放获取政策与实践中掠夺性期刊、"数据孤岛"、只存储不开放、本土期刊发展受限等问题,并针对这些问题提出了相应的措施及建议。
Since the Budapest Open Access Initiative was put forward in 2002,Open Access has experienced development for nearly two decades.Gold OA and Green OA have been widely recognized and used by researchers,scientific research institutions and publishers.The article analyzes the current problems in Open Access policy and implementation from the two levels of gold open access and green open access,such as predatory journals,“data island”,storage without openess,and local journal development limitation.The corresponding measures and suggestions in face of global open access movement in our country are also put forward.
