摘要
警务指挥模式已经历三个阶段:传统、信息、数据警务指挥,目前正在向智慧警务指挥转型发展转型之际,南京公安提出点对点扁平化派警新机制,通过压缩派警层级、精准规范指挥、指令直达一线,最大限度提高反应速度,缩短出警时间,提升人民群众满意度。为了推动派警新机制落地,文中开展新一代智慧警务指挥调度体系设计,提出“1661”总体架构,即纵向横向统一指挥、六大支撑智能指挥、六大功能闭环指挥、“情报、指挥、勤务、舆情”(简称“情指勤舆”)一体运行。基于该总体架构,汇聚内外部数据资源,贯通全局指挥体系,通联全市应急救援力量,实现向源头接警、扁平指挥、专业调度齐头并进的统一模式发展,全面提升应急救援处置和社会面防控效能。
The police command mode has gone through three stages:traditional,information,and data police command.It is currently transforming into smart policing command mode.During the transition,Nanjing Public Security proposes a new point-to-point flat police dispatching mechanism.By reducing the levels of dispatching police,precise and standardized command,and direct instructions to the front line,the response speed is raised,the time for police dispatching is shortened,and the satisfaction of the people is improved.In order to promote the implementation of the new point-to-point flat police dispatching mechanism,this paper designs on new generation command and dispatch architecture for smart policing,and proposes the“1661”overall architecture,namely,vertical and horizontal unified command,six technologies supporting intelligent command,six functional closed-loop command,and integrated operation of^intelligence,command,service,and public opinion,.Based on this overall architecture,it integrates internal and external data resources,penetrates the overall command system,communicates with the citys emergency rescue forces,and realizes the development of a unified model of source alarm,flat command and professional dispatch,and comprehensively improves the effectiveness of emergency rescue and social prevention and control.
