摘要
[研究目的]研究省域政务数据安全政策的优化,有助于发挥中央-省-市县乡安全部署的整体效应,防范国家政务数据安全大堤溃于蚁穴,保障政务数据在安全有序流动中发挥价值。[研究方法]综合运用文献计量法与内容分析法,从政策外部属性、政策工具两个维度,研究我国大陆31个省域的71份与政务数据安全相关的政策文本。[研究结果]研究发现,省域模仿中央政策而忽视自身承上启下与因地制宜的双重重任,省域战术层、操作层工具模糊缺位为市县乡选择性执行提供空间,省份间认知与需求差异悬殊造成省际政策失调。进而提出抓紧研制专项保护政策,聚焦数据分类分级提升战术层工具系统性,完善操作层工具对市县乡的直接参考性,强化省际政策协同的对策建议。
[Research purpose]The paper aims to optimize provincial government data security policies,give play to the overall effect of central-provincial-city,county and township security deployment,prevent the national government data security embankment from failing at the nest,and ensure that government data play its value in the safe and orderly flow.[Research method]By comprehensive use of bibliometrics and content analysis,this paper studies 71 government data security policies in 31 provinces in China's Mainland from the two dimensions of policy external attributes and policy tools.[Research conclusion]It is found that provinces'policy imitation towards the central government ignores the dual responsibility of connecting the preceding and the following and adapting measures to local conditions,the ambiguous and absent tactical and operational tools of the province provide space for the selective implementation of cities,counties and townships,and the disparity in the awareness and demand for government data security among provinces cause inter-provincial policy imbalance.Furthermore,it is proposed to develop special protection policies,focus on data classification hierarchical protection to enhance the systematicness of tactical tools,improve the direct reference of operational tools to cities,counties and townships,and strengthen inter-provincial policy coordination.
