摘要
面对新时期新形势下应急通信如何更好支撑应急救援,发挥有效保障作用,对应急通信系统的发展情况进行了综合讨论。先后分别介绍了应急通信不同于公共通信的特殊需求特点,论述了为应急通信装备更新换代提供支撑的通信新技术,指出了为更好地适应各种应急通信场景网络架构该如何进行适应性改进,提出了在传统应急通信节点基础上增加新的应急通信节点的改进建议,以及设想了应急通信新的服务保障模式,并对应急通信标准规范做出了合理化建议。该研究对国家应急通信发展有积极参考作用。
In the face of the new era and new situation,how to better support emergency rescue and play an effective support role,the development of emergency communication system is comprehensively discussed.This paper introduces the special requirements and characteristics of emergency communication different from public communication;discusses new communication technologies that provide support for the upgrading of emergency communication equipment;points out how to improve the network architecture to better adapt to various emergency communication scenarios;proposes the improvement suggestions for adding new emergency communication nodes on the basis of traditional emergency communication nodes;and envisions a new service guarantee mode for emergency communication,and makes rational suggestions for emergency communication standard specifications.This study has a positive reference for the development of China’s emergency communications.
