摘要
针对疫情暴发初期多种防疫物资紧缺的问题,考虑多品种应急物资多批次合车运输,兼顾应急物资配送的公平性、经济性和时效性,以最小化综合嫉妒值、分配总成本和最大完成时间为优化目标建立多救援点、多疫区和多物资品种的应急物资配送模型,并设计一种改进遗传算法对其求解。以国内新冠肺炎疫情较重地区的应急物资分配为案例,对比遗传算法与改进遗传算法的求解效果,并求得不同权重组合下最优物资分配方案,进一步提出综合、公平、经济和高效的4种应急物资分配策略,为不确定条件下应急物资分配决策提供参考。
In view of the shortage of multi-variety epidemic prevention materials in the early stage of the outbreak,the problems of multi-variety emergency materials being transported together and the fairness,economy and efficiency of emergency materials distribution were considered.An emergency material distribution model with multi-rescue point,multi-epidemic area and multi-species was established to minimize the comprehensive jealousy value,the total distribution cost and the maximum completion time.Moreover,an improved genetic algorithm(IGA)was designed to solve the model.Taking the distribution of emergency materials in the areas with severe epidemic of NCP in China as an example,the results of genetic algorithm(GA)and improved genetic algorithm(IGA)were compared,and then the optimal material distribution schemes under different weight combination were obtained.Furthermore,four kinds of strategies of emergency material distribution including comprehensive strategy,fair strategy,economic strategy and efficient strategy were put forward to provide reference for the decision-making of emergency material distribution under uncertainty.
