摘要
积极开发利用老年人力资本,把"老有所为"同"老有所养"相结合,是全面挖掘人才红利、践行积极老龄化国家战略和落实新时代人才强国战略的新思维。时间银行作为第三次分配的重要形式,具有社会公益事业属性及养老和社会治理功能,是开发利用老年人力资本的重要工具。建议通过时间银行建构全员育人、全程育人、全方位育人的"三全育人"体系,为老年人教育赋能;通过时间银行创新医疗卫生服务与管理体系,开具"劳动与运动处方",构建互帮、互助、互惠的老年人际社会关系,为老年人健康赋能;通过构建老年人力资本整合和分配机制,促进老年人力资本利用。
Developing and utilizing the elderly human capital vigorously and providing them with both"old-age care"and"opportunities to continue to work"are a new thinking designed to comprehensively tap talent dividends,practice the national strategy of active aging and implement the strategy of making China strong with talents in the new era.As an important form of the tertiary distribution,time bank has the attribute of social public welfare and the functions of pension and social governance.It is an important tool for the development and utilization of elderly human capital.It is suggested to build an"education"system of allincluded education,whole-process education and all-round education through time bank to empower the education of the elderly;innovate the medical and health service and management system through the time bank,issue"labor and sports prescriptions",build a mutually helpful and beneficial interpersonal social relations for the elderly,and empower the health of the elderly;and construct a mechanism for the integration and distribution of the elderly human capital,and promote the utilization of it.
