摘要 如何预防船舶越界在海洋作业和船舶监管中一个值得重视的问题。文章结合星载船舶自动识别系统(AIS)的数据和海图设计一款基于星载AIS的海面船舶越界预警系统,并用国内自主研制的天拓三号卫星的星载AIS数据实现对系统的验证。该系统有如下功能:船舶动态显示自身以及附近船舶在海图上的位置;结合海图实现对船舶靠近领海、毗邻区、专属经济区域、国际公共海域等分界线进行预警。文章设计的船舶越界预警系统能极大提高我国渔民海上捕捞作业的安全性,具有极大的实用性。 It is of most important for marine ship supervision or marine cross-boundary fishing prevention.In this paper,a cross-border early-warning system was designed by combining the space-based AIS data and electronic charts,and the system was implemented by the Tiantuo-3 space-based AIS data.The following functions were realized,e.g.,the locations of the ship itself and its neighboring ships could be displayed dynamically on the chart;early-warning information would be sent to the ship or supervision authorities in case of ships passing through the territorial sea,the continuous zone and the exclusive economic zone,the international public sea area and other boundaries in combination with the chart.This early-warning system mainly provides the services ship cross-border early-warning and so on,which can greatly improve the navigation safety of sea vessels,especially the fishing operation of fishermen in China,and has great practicability.
