摘要
我国工业发展已经进入新阶段,现行工业用地出让政策的缺陷逐渐显现,工业用地利用效率低、耕地保护形势严峻、生态文明建设需求等都迫切需要改革与完善工业用地政策。文章以内蒙古自治区中西部地区为例,通过调研与案例研究发现,该区域工业用地出让中存在出让方式单一、审批程序复杂、审批时间长、出让年期过长、依赖新增建设用地、批后监管不足等问题,对此提出改革完善对策:(1)简化工业用地审批程序,缩短审批时间;(2)积极探索工业用地出让新模式;(3)加快低效工业用地界定,盘活存量建设用地;(4)加快建设批后监管法律体系。
China’s industrial development has entered a new stage,while,the defects of the current industrial land transfer policy have gradually emerged,there is an urgent need to reform and improve the policy of industrial land,such as low utilization efficiency of industrial land,severe situation of cultivated land protection,and the demand for eco-civilization construction.Taking the central and western regions of Inner Mongolia Autonomous Region as an example,through investigation and case study,it is found that there are some problems in the transfer of industrial land in this region,such as single transfer mode,complexed approval procedures,long approval time,long transfer period,reliance on new construction land,insufficient post approval supervision and so on,in this regard,the article puts forward reform and improvement measures:(1) simplify the approval procedures for industrial land and shorten the approval time;(2) actively explore new models of industrial land transfer;(3) speed up the definition of inefficient industrial land revitalize the stock of construction land;(4) accelerate the construction of a post-approval regulatory legal system.
