摘要
文章运用DEA-CCR模型测算2006~2019年沿海地区海洋产业创新效率,基于海洋产业创新具有长期性和阶段性特征,将创新过程划分为研发和转化阶段,运用标准差椭圆和空间自相关描述研发和转化阶段的空间格局及演化特征。研究表明:中国海洋产业研发效率与成果转化效率明显不协调;技术效率和规模效率的差异性导致海洋产业研发效率的区域差异性特征明显;产业成果转化效率持续向好,多数沿海地区的海洋产业创新效率已达最优,且转化效率的区域差异更具平衡性,空间聚集性也强于研发效率;初期多数沿海地区海洋经济发展不平衡导致创新效率呈两极化分布,后期空间相关性和溢出效应显著,并且研发效率增长缓慢,空间布局转变困难,转化效率强相关性较为明显。
The DEA-CCR model is used to calculate the innovation efficiency of marine industry in coastal areas from 2006 to 2019.Based on the long-term and phased characteristics of marine industry innovation,the innovation process is divided into R&D and transformation stages,and the standard deviation ellipse and spatial autocorrelation are used to describe the spatial pattern and evolution characteristics of R&D and transformation stages.This paper shows that the R&D efficiency and achievement transformation efficiency of China’s marine industry are obviously uncoordinated;the difference between technical efficiency and scale efficiency leads to the obvious regional difference of R&D efficiency of marine industry;the transformation efficiency of industrial achievements continues to improve,the innovation efficiency of marine industries in most coastal areas has reached the best,the regional differences of transformation efficiency are more balanced,and the spatial agglomeration is also stronger than the R&D efficiency;in the initial stage,the unbalanced development of marine economy in most coastal areas leads to the polarization distribution of innovation efficiency;in the later stage,the spatial correlation and spillover effect are significant,the growth of R&D efficiency is slow,the transformation of spatial layout is difficult,and the transformation efficiency is strong,the correlation is obvious.
