摘要
社交媒体已成为民众最常用与最活跃的交流方式,它正在以多种方式影响应急管理。社交媒体嵌入应急管理主要包括"全面嵌入"、"全程嵌入"、"全民嵌入"与"全时嵌入"四个基本内涵,它可以有效嵌入应急预防、准备、响应与重建全生命过程,在全球出现了系列创新实践。研究认为社交媒体是一种特殊的交互式通信平台,其传播的信息量比政府指示性的信息量更大,它还提供了一种参与式、协作式和自组织式的应急沟通模式。作为一种更有效的双向信息传播机制,社交媒体不仅有利于政府从民众获取应急信息,也为民众主动参与应急管理提供了新的途径。研究指出社交媒体重塑了数字信息共享网络,借助大数据、人工智能与其他数字处理技术,大大提高了应急数据处理能力。研究最后强调尽管社交媒体也存在多变性、误解与隐私等陷阱,它作为应急管理新兴工具的潜力却是无可争议的,政府需要战略性加以科学利用。
Social media embedded emergency management mainly includes four basic connotations:“comprehensive embedding”,“whole-process embedding”,“universal embedding”and“full-time embedding”.It can effectively embed the whole life process of emergency prevention,preparedness,response and reconstruction.a series of innovative practices have emerged all over the world.The research shows that social media is a special interactive communication platform,which spreads more information than the government.It also provides a participatory,collaborative and self-organizing emergency communication mode.As a more effective reverse information dissemination mechanism,social media not only helps the government to obtain emergency information from the public,but also provides a new way for the public to actively participate in emergency management.This study points out that social media has reshaped digital information sharing networks and greatly improved emergency data processing capabilities with the help of big data,artificial intelligence and other digital processing technologies.Finally,this study highlights that although social media has pitfalls of variability,misunderstanding and privacy,its potential as a new tool for emergency management is indisputable,and the government needs to use it strategically and scientifically.
