摘要 针对传统单一的被动式耕地保护监管模式,本文通过对土地整治项目档案的数字化,以“储备补充耕地+地理信息+互联网”为依托,实现土地整治项目的全生命周期监管,并基于信息化外业监管核查、视频监管核查及遥感影像监督复核等方式,打造“空天地”一体化全方位多源监管,建立常态化、立体化、制度化的主动预警式耕地保护智能化全过程监管核查新模式,强化绿色导向、标准引领、源头管控和后期监管,实现耕地保护全生命周期信息化管理。 Aiming at the passive traditional farmland protection supervision,in this paper,through digitization for the project of land remediation,based on“reserve and supplement+geographic information+Internet”,the whole life cycle supervision of land remediation will be achieved.Based on the regulatory verification and supervision for outdoor surveying,videos and remote sensing images,creating“sea,land and air”integration multi-source regulatory mode,forming a normalized,three dimensional and active institutionalized,early warning regulatory verification new model for farmland protection,strengthening green guidance,leading standards,source control and post regulatory supervision for full cycle farmland protection’s information management.
