2009—2018年国家基本公共卫生服务健康教育实施状况分析 被引量:7

摘要 目的回顾分析项目实施10年整体情况,总结经验得失,为更好地推进基公项目健康教育工作提质增效提供政策建议。方法分类梳理27个省份基公项目健康教育10年总结报告和2009—2018年23省健康教育服务数量及经费信息报表,对各省报告文本进行内容分析,分类总结;工作开展指标数据录入Excel表,进行描述性统计。结果项目实施10年,各项政策、制度和保障机制和服务管理能力逐渐完善,基本公卫健康教育各项服务的开展数量、覆盖人群、经费投入等整体呈逐年上升趋势。2017年自主设计和创作的手册、折页、招贴画及实物材料的种类分别是26667、1146904、6000、10221,制作传统音像制品25657种、累计播放42695624 h,开发手机短信、微信分别是66933872、4688413条,乡、村两级分别制作宣传栏213210和421904块,举办讲座、咨询分别是1731950、1087578次、参加人数分别达到48409321和38446900人,与2009年相比均有显著增加,2017年中国居民健康素养水平达到14.18%。评估也发现健康教育的质量和效果未达预期,群众参与度低,基层医疗卫生机构健康教育服务提供人员数量不足,服务能力与群众健康需求仍有差距。结论10年来,财政制度性的投入加大以及项目对健康教育人员设置和服务设施的配置,巩固了基层医疗卫生机构开展健康教育服务的功能定位,基本公卫健康教育成效显著。未来仍须进一步统筹健康素养促进项目和原有健康教育项目,提升基层健康教育服务能力,创新健康教育形式,更好落实基层健康教育工作并提升教育效果。 Objective This paper analyzes the 10 year progress in the implementation of health education in the Essential Public Health Services Program in China from 2009 to 2018,summary of the gain and loss of experience,to better promote the basic public health education work quality and the efficiency.Methods Based on the summary reported from 27 provinces,as well as the data of health education services and funds in 23 provinces,carries on the descriptive statistics.Results Various policy,system and mechanism and service management ability gradually improve,as well as health education services such as quantity,coverage,fund input,etc.In 2017,the kinds of independent design and creation of manuals,brochures,posters,and physical material were 26667,1146904,6000 and 10221 respectively.25657 kinds of audio and video products were developed and broadcast for 42695624 h.66933872 mobile phone and 4688413 WeChat text messages were sent to the target person.213210 and 421904 of publicity column were made in township and village levels.Lectures and consulting were carried out for 1731950 and 1087578 times,covered 48409321 and 38446900 respectively.Which significantly increased compared with 2009.Health literacy level among Chinese residents was up to 14.18%in 2017.Evaluation also found that the quality and effect of health education was not exceeding the expectation.There is still a gap between service capacity and the health needs of the masses due to low public participation and the shortage or insufficient of manpower.Conclusion Over the past 10 years,the investment of financial system and the allocation of project to health education personnel and the condition of health education service facilities have consolidated the function orientation of grassroots clinics to carry out health education services.It is suggested that we should further coordinate the health literacy promotion project and the original health education project,strengthen the level of services and capabilities in grassroots clinics,innovate the form of health education,and improve the educational effect.
