摘要
国有资产监管体制是经济体制的重要组成部分。中华人民共和国成立以来,基于不同时期经济体制的阶段性特征和内在要求,国资监管体制的核心要素--政资关系、政企关系及其监管架构几经变革,进而使国资监管体制经历了计划经济体制时期的直接管理、商品经济体制时期的两权分离和市场经济体制时期授权经营的"管企业""管资产""管资本"五个历史阶段。国资监管体制的演进历程彰显了具有中国特色国资监管制度的若干重要特征:在监管架构上,从阶段改革到顶层设计,逐渐明晰委托代理关系;在监管效率和效益上,从系统谋划到重点突破,循序推进市场化管理方式;在监管内容上,从局部改革到整体推进,统筹构建国资监管新格局。
State-owned Assets Supervision and Administration System(SASAS)plays an important part in the economic system.Since the establishment of People’s Republic of China,based on periodical characteristics and inherent requirements of economic system in different periods,several changes have taken place in the core elements of SASAS,including governmentcapital relationship,government-enterprise relationship,and regulatory framework.Thus,SASAS has been through five historical stages:direct management in the period of planned economy,separation of two rights in the period of commodity economy,and"state-owned enterprise management","state-owned asset management"and"capital management"in the authorized operation of market economy period.The evolution of SASAS highlights a quantity of key features with Chinese characteristics:in terms of regulatory framework,the principal-agent relationship was gradually made clear from stage reform to top-level design;in terms of supervision efficiency and effectiveness,market-oriented management was boosted step by step from systematic planning to key breakthroughs;in terms of supervision contents,a new pattern of state-owned assets supervision was overall built from partial reform to overall promotion.
